What Sandro Pertini had to say about the NATO Alliance in 1948: his words are proving to be true
NATO was set up in 1949. But before Italy joined this alliance, the Italian Parliament discussed this treaty. A Socialist politician, by the name of Sandro Pertini, made a passionate speech in the Italian Parliament against his country joining this alliance. I am publishing some of the salient points of Pertini’s speech. Pertini expressed his position and explained clearly why he was against Italy joining this Atlantic Alliance. He compared it to the Holy Alliance formed by Prince Metternich in the 19th century. Pertini voted against Italy joining this treaty.
He became famous because, many years later, exactly in 1978, he became the first lay president of the Italian Republic. By the term lay, it was understood back then as the first non-Catholic president of the Italian Republic.
Here are some of the reasons mentioned by Pertini why he was against such an alliance. These words are prophetic in particular in the wake of the current war in Ukraine.
“[…] But our vote is inspired by another reason. This Atlantic Pact which is being made against the Soviet Union will divide Europe more and more. It will make deeper and deeper the furrow that already separates our troubled continent.
[…] The Federalists should not delude themselves – I am here addressing the Federalists of good faith – those who want to build a European Union on the federal model of the United States; they will build a Holy Alliance against the Soviet Union, an association of nations, which will carry the premises for a new war and not the promises of a safe and lasting peace. We are against this Atlantic Pact since it is anti-Soviet in essence. We should not forget, as in fact happened with our masters on the other side of the Atlantic, what the Soviet Union did during the last war. This is a nation that paid the highest price in blood. It had 17 million deaths. Without its heroic effort, the Western Powers would not have managed to liberate Europe from the Nazi-fascist dictatorship on their own.
[…] We are against this Atlantic Pact due to its anti-Soviet nature. By now, we have realized that the class struggle has crossed the borders of the nation-state to place itself, in a violent and evident way, on the international terrain. On the one hand, there are the imperialist and plutocratic forces and on the other, the labour forces. Hence, we take the same position that the Liberals took in the last century. When the Holy Alliance tried to put an end to the French Revolution, the Liberals of all countries ran to the defence of France, because they rightly considered that that revolution was their revolution.
[…] And we socialists feel that if tomorrow, and this is just a bad hypothesis – and only a hypothesis that should be cursed – don’t delude yourself that the Soviet Union might one day collapse under the auspices of this new Holy Alliance, but if the Soviet Union collapses, it will bring about the fall of the European labour movement and the downfall of us, the Socialists. (Applause from the Left).
[…] But there is another reason that leads us to vote against this Atlantic Pact: this is the aspect that this Atlantic Pact has in relation to internal politics, as has already been widely said by colleagues on this side of the house. The first consequence of this pact will be a harsher… and tougher fight against the far left, the proletariats.
[…] Many among you were happy when they saw the Italian working class on its knees under the Fascist dictatorship but they did not understand that, when in a Nation, the working class collapses, either now or later, the whole Nation will fall with the working classes.
[…] Today we heard shouting of “Viva l’Italia” when you posted the issue of the independence of the homeland. I don’t know how many of those who raised this cry today, would be ready tomorrow to really fight with weapons in hand to defend the Homeland. Many of these were not able to use arms against the Nazis. Instead, it was the peasants who were killed for the independence of the homeland! Honourable President of the Council, last Sunday in Venice, in Piazza San Marco, thousands of partisans from all over Italy – men and women – agreed and expressed precisely their will against war, against the Atlantic Pact and for peace. These partisans have expressed their decision to put themselves at the forefront of the fight for peace, which has already begun in Italy; they have decided to constitute with the women, with all the workers, a human barrier through which war does not pass. These partisans have also expressed another will, and this is the following: they are ready to fight with the same tenacity, with the same passion with which they fought against the Nazis, against the foreign imperialist forces since tomorrow, these will attempt to turn Italy into a base for their criminal actions of war.
For all these reasons we will vote against the Atlantic Pact.”
