Cigarette Prices to Climb Under New EU Tobacco Taxation Plan

The Prices of Cigarettes are expected to increase as the European Commission Unveils New Measures to Curb Tobacco Use Through Higher Taxation

In two separate announcements made on the same day, the European Commission launched a renewed effort to reduce tobacco consumption across the European Union by proposing higher taxation measures—a move expected to drive up the price of cigarettes and other tobacco products throughout the bloc.

The Commission introduced two major initiatives:

  1. A long-awaited revision of the Tobacco Taxation Directive, and
  2. A new measure entitled the Tobacco Excise Duty Own Resource (TEDOR).

The proposed revision of the Tobacco Taxation Directive aims to increase minimum excise duty rates and taxes imposed on specific goods like tobacco, usually at production or importation. The update would also broaden the directive’s scope to encompass a broader range of nicotine-related products, including e-cigarette liquids, chewing and nasal tobacco, nicotine pouches, other novel nicotine products, and raw tobacco.

The second proposal, TEDOR, was introduced separately as part of the EU’s new €2 trillion long-term budget framework. This measure seeks to establish a new, independent revenue stream for the EU, decoupled from traditional member state contributions, by leveraging tobacco excise duties.
